Confirm that the slmgr command comes back with a status of activated. Now, going back to the proxy briefly, you may or may not get mileage out of the netsh command I used. It will help where you are in an environment where you do have a proxy, but it does not require authentication, or it does require authentication and computers accounts are granted access to pass through NTLM.
Where it will not help is if you're using something like a Squid proxy with basic authentication. They will be able to assist you with this, if they are willing and that's often the problem, but I can't help you with that. Furthermore, you're in a position where the machine is possibly already activated, or not, or something in between. I don't quite know what to make of your description of events there.
My honest opinion is that it is firewall related, but as I don't manage the firewall Another member of our sister company manages it I can't really compare the differences side by side. I can access the internet on the server, but under the "Network and Sharing Center" it lists the connection as local only with a big red X next to the internet.
